Details are still missing so we do not really know quite what the application will fail but Apple confirmed Barrons Vonage submitted an iPhone application and Vonage then confirmed that they made a minor change had asked Apple and resubmitted the application for approval.
Therefore, the application could be available at any time. Again, Google has submitted an application for their Google Voice service that has been in limbo for months and is now under investigation by the FCC, so it is difficult to say how long it might take.
